It was a photograph taken by a family of tourists.
The father captured this photo just before the bear dropped and ripped apart his daughter. The whole family was slaughtered.
Their camera was discovered the next morning along with the shredded remains of their clothes. The camera was taken to authorities where the photo was printed and has been used as a warning for tourists since then.
